  一、機構簡介

  樂(le)昌(chang)市(shi)(shi)人(ren)(ren)(ren)力資(zi)源和(he)(he)社會(hui)保(bao)(bao)障(zhang)局(ju)由樂(le)昌(chang)市(shi)(shi)人(ren)(ren)(ren)事(shi)局(ju)與樂(le)昌(chang)市(shi)(shi)勞(lao)動局(ju)于2010年(nian)(nian)8月合并成(cheng)立,2019年(nian)(nian)3月因機(ji)構(gou)改革調整(zheng)部分職(zhi)能(neng),是樂(le)昌(chang)市(shi)(shi)人(ren)(ren)(ren)民(min)政(zheng)府重要職(zhi)能(neng)部門,業(ye)(ye)(ye)務(wu)上受韶關(guan)市(shi)(shi)人(ren)(ren)(ren)力資(zi)源和(he)(he)社會(hui)保(bao)(bao)障(zhang)局(ju)指(zhi)導(dao)。現有(you)行政(zheng)機(ji)關(guan)編(bian)制(zhi)30名(ming)(ming)(ming)(ming)(ming)(其中(zhong)行政(zheng)編(bian)制(zhi) 22名(ming)(ming)(ming)(ming)(ming)、行政(zheng)執法專(zhuan)項編(bian)制(zhi)8名(ming)(ming)(ming)(ming)(ming)),設局(ju)長(chang)1名(ming)(ming)(ming)(ming)(ming),副局(ju)長(chang)3名(ming)(ming)(ming)(ming)(ming);正股(gu)級領導(dao)職(zhi)數8名(ming)(ming)(ming)(ming)(ming),副股(gu)級領導(dao)職(zhi)數6名(ming)(ming)(ming)(ming)(ming),工勤人(ren)(ren)(ren)員4名(ming)(ming)(ming)(ming)(ming)。內(nei)設辦(ban)公(gong)室、就(jiu)業(ye)(ye)(ye)促(cu)進股(gu)、專(zhuan)業(ye)(ye)(ye)技術人(ren)(ren)(ren)員管理(li)股(gu)、職(zhi)業(ye)(ye)(ye)能(neng)力建設股(gu)、社會(hui)保(bao)(bao)險股(gu)、事(shi)業(ye)(ye)(ye)單位(wei)(wei)人(ren)(ren)(ren)事(shi)管理(li)股(gu)、工資(zi)福利股(gu)、勞(lao)動保(bao)(bao)障(zhang)監(jian)察(cha)綜合執法大隊、8個(ge)股(gu)室。參公(gong)單位(wei)(wei)3個(ge),分別為市(shi)(shi)勞(lao)動人(ren)(ren)(ren)事(shi)爭(zheng)議仲裁院(yuan),共(gong)(gong)有(you)編(bian)制(zhi)4名(ming)(ming)(ming)(ming)(ming);市(shi)(shi)人(ren)(ren)(ren)才工作管理(li)辦(ban)公(gong)室,共(gong)(gong)有(you)編(bian)制(zhi)3名(ming)(ming)(ming)(ming)(ming); 市(shi)(shi)社會(hui)保(bao)(bao)險基(ji)金(jin)管理(li)中(zhong)心,共(gong)(gong)有(you)編(bian)制(zhi)28名(ming)(ming)(ming)(ming)(ming),設主(zhu)任(ren)1名(ming)(ming)(ming)(ming)(ming),副主(zhu)任(ren)3名(ming)(ming)(ming)(ming)(ming),內(nei)設股(gu)室9個(ge)。事(shi)業(ye)(ye)(ye)單位(wei)(wei)3個(ge),分別為市(shi)(shi)就(jiu)業(ye)(ye)(ye)服務(wu)管理(li)局(ju),共(gong)(gong)有(you)編(bian)制(zhi)15名(ming)(ming)(ming)(ming)(ming);市(shi)(shi)職(zhi)業(ye)(ye)(ye)技能(neng)服務(wu)中(zhong)心,共(gong)(gong)有(you)事(shi)業(ye)(ye)(ye)編(bian)制(zhi)3名(ming)(ming)(ming)(ming)(ming);市(shi)(shi)人(ren)(ren)(ren)才發展中(zhong)心,事(shi)業(ye)(ye)(ye)編(bian)制(zhi)50名(ming)(ming)(ming)(ming)(ming)。

  二、機構職責

  (一(yi))貫(guan)徹執行上級有(you)關(guan)人力資源(yuan)和(he)社會(hui)保障事業發展的方針政策(ce)(ce)和(he)法律法規,擬定本市人力資源(yuan)和(he)社會(hui)保障事業發展規劃、政策(ce)(ce),并(bing)組(zu)織實施(shi)和(he)監督檢查。

  (二)擬訂并組織實施本市(shi)人力(li)資源(yuan)(yuan)市(shi)場(chang)發展(zhan)規(gui)劃和人力(li)資源(yuan)(yuan)流(liu)動政(zheng)策,建立統一規(gui)范的人力(li)資源(yuan)(yuan)市(shi)場(chang),促進人力(li)資源(yuan)(yuan)合理流(liu)動、有效配(pei)置。

  (三(san))負責(ze)促進(jin)就(jiu)業(ye)(ye)(ye)工作,擬(ni)訂(ding)統(tong)籌城(cheng)鄉的就(jiu)業(ye)(ye)(ye)發展規劃和政(zheng)策,完善公(gong)共(gong)就(jiu)業(ye)(ye)(ye)服務體系,健全(quan)就(jiu)業(ye)(ye)(ye)援(yuan)助制(zhi)度(du)(du),完善職(zhi)業(ye)(ye)(ye)資格制(zhi)度(du)(du),統(tong)籌建立面向(xiang)城(cheng)鄉勞動者(zhe)的職(zhi)業(ye)(ye)(ye)培訓制(zhi)度(du)(du),牽(qian)頭(tou)擬(ni)訂(ding)高校(xiao)畢業(ye)(ye)(ye)生就(jiu)業(ye)(ye)(ye)政(zheng)策,會同有(you)關部門擬(ni)訂(ding)高技(ji)能人才、農(nong)村實用人才培養和激勵(li)政(zheng)策。

  (四(si))統籌建立覆蓋城(cheng)鄉(xiang)的社會保(bao)障(zhang)體系。執行城(cheng)鄉(xiang)社會保(bao)險(xian)及其補充保(bao)險(xian)政策和標準,對社會保(bao)險(xian)基金管理實(shi)施行政監督,對本市社會保(bao)險(xian)基金預決算(suan)提出審核意見。

  (五(wu))負責(ze)就業、失業、社會(hui)保(bao)險基(ji)金(jin)預(yu)測預(yu)警和(he)信息(xi)引導,擬訂應對預(yu)案,實施預(yu)防、調節和(he)控(kong)制,保(bao)持就業形勢穩定和(he)社會(hui)保(bao)險基(ji)金(jin)總體收支平衡。

  (六(liu))根(gen)據(ju)事(shi)(shi)業(ye)(ye)單位人員工資收入分(fen)配政策,建立企(qi)事(shi)(shi)業(ye)(ye)單位人員工資正常(chang)增長和支付(fu)保障機制(zhi),負責企(qi)事(shi)(shi)業(ye)(ye)單位人員工資福利和離退休(xiu)政策的實施。

  (七)會同有關部門指導(dao)事(shi)業(ye)單位(wei)人(ren)事(shi)制(zhi)度(du)改(gai)革,擬(ni)訂事(shi)業(ye)單位(wei)人(ren)員和機關工勤(qin)人(ren)員管理(li)政策,指導(dao)人(ren)才管理(li)和開發工作(zuo);負責企事(shi)業(ye)單位(wei)管理(li)人(ren)員、專(zhuan)(zhuan)業(ye)技(ji)術人(ren)員繼(ji)續教育(yu)管理(li)工作(zuo),牽(qian)頭推進深化職稱制(zhi)度(du)改(gai)革工作(zuo),負責高層(ceng)次專(zhuan)(zhuan)業(ye)技(ji)術人(ren)才選拔(ba)和培養工作(zuo)。

  (八(ba))負責組織實施(shi)除公務員(yuan)和(he)參照公務員(yuan)法管理(li)事業單位工作人(ren)員(yuan)外的人(ren)事考試工作。

  (九)會同(tong)有關部門擬訂農(nong)民工(gong)(gong)(gong)工(gong)(gong)(gong)作綜合性政策和規劃,推動農(nong)民工(gong)(gong)(gong)相(xiang)關政策的落實,協調解決重(zhong)點(dian)(dian)難點(dian)(dian)問題,維護(hu)農(nong)民工(gong)(gong)(gong)合法權益。

  (十)執行勞(lao)(lao)動(dong)(dong)、人事爭議調(diao)解仲裁制度(du)和勞(lao)(lao)動(dong)(dong)關系政(zheng)策,完善勞(lao)(lao)動(dong)(dong)關系協調(diao)機制,組(zu)織(zhi)實施禁止非法(fa)(fa)使用童工(gong)政(zheng)策和女(nv)工(gong)、未成(cheng)年工(gong)的特殊勞(lao)(lao)動(dong)(dong)保護政(zheng)策,組(zu)織(zhi)實施勞(lao)(lao)動(dong)(dong)監察,協調(diao)勞(lao)(lao)動(dong)(dong)者維(wei)權工(gong)作,依法(fa)(fa)查處重大案件。

  (十一)承辦市人民政府和上級(ji)主(zhu)管部門交辦和委托(tuo)的其他(ta)事項。

  三、內(nei)設機構職責

  樂(le)昌市人力(li)資源和社會保障局(ju)設下列內設機(ji)構(gou):

  (一)辦(ban)(ban)公室。負責文(wen)電、會務(wu)、機(ji)(ji)要(yao)、檔案(an)和后勤服(fu)務(wu)等局機(ji)(ji)關日(ri)常(chang)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo),承擔安全、保(bao)密(mi)、信息、法制宣傳(chuan)、政(zheng)務(wu)公開等工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)。負責辦(ban)(ban)理人(ren)(ren)大議案(an)和政(zheng)協提案(an)。承辦(ban)(ban)行政(zheng)應訴等法律事(shi)務(wu)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)。負責局機(ji)(ji)關和指導直(zhi)屬(shu)單(dan)位(wei)的(de)財務(wu)管(guan)理、國有資(zi)產工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)。負責機(ji)(ji)關和指導直(zhi)屬(shu)單(dan)位(wei)的(de)黨(dang)群工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)。擬(ni)訂人(ren)(ren)力資(zi)源和社(she)會保(bao)障事(shi)業發(fa)展規(gui)劃(hua)和年(nian)度計劃(hua)并組織(zhi)實施和監(jian)督檢查。負責重要(yao)文(wen)稿和規(gui)范性文(wen)件的(de)起草工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)。承擔新聞(wen)宣傳(chuan)等工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)。擬(ni)訂市(shi)人(ren)(ren)民(min)政(zheng)府獎勵表彰制度,審核以市(shi)人(ren)(ren)民(min)政(zheng)府名義進(jin)(jin)行的(de)獎勵表彰相關事(shi)宜(yi)(yi)。承辦(ban)(ban)市(shi)人(ren)(ren)民(min)政(zheng)府任免工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)人(ren)(ren)員事(shi)宜(yi)(yi)。深(shen)入推進(jin)(jin)“放(fang)管(guan)服(fu)”工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo),規(gui)范和優化對外辦(ban)(ban)理事(shi)項。

  (二)就(jiu)業(ye)(ye)(ye)(ye)(ye)促進股。擬(ni)(ni)(ni)(ni)訂(ding)就(jiu)業(ye)(ye)(ye)(ye)(ye)規劃(hua)(hua)和年(nian)度(du)計劃(hua)(hua),擬(ni)(ni)(ni)(ni)訂(ding)促進勞動(dong)者平等就(jiu)業(ye)(ye)(ye)(ye)(ye)、農村勞動(dong)力(li)轉移就(jiu)業(ye)(ye)(ye)(ye)(ye)和跨(kua)地區有序流(liu)動(dong)計劃(hua)(hua),推進落(luo)實(shi)公(gong)共服(fu)務(wu)(wu)體系(xi)建(jian)設。負(fu)責人力(li)資(zi)源(yuan)市場的(de)(de)培育(yu)、規劃(hua)(hua)、管理(li)(li)和規范指導工(gong)作。擬(ni)(ni)(ni)(ni)訂(ding)就(jiu)業(ye)(ye)(ye)(ye)(ye)管理(li)(li)和就(jiu)業(ye)(ye)(ye)(ye)(ye)服(fu)務(wu)(wu)方面的(de)(de)辦法(fa)并組織實(shi)施(shi)(shi)(shi)。牽(qian)頭擬(ni)(ni)(ni)(ni)訂(ding)高校畢業(ye)(ye)(ye)(ye)(ye)生就(jiu)業(ye)(ye)(ye)(ye)(ye)政(zheng)策(ce)。擬(ni)(ni)(ni)(ni)訂(ding)就(jiu)業(ye)(ye)(ye)(ye)(ye)援助和特(te)殊群(qun)體就(jiu)業(ye)(ye)(ye)(ye)(ye)措施(shi)(shi)(shi)。組織實(shi)施(shi)(shi)(shi)人力(li)資(zi)源(yuan)中(zhong)介服(fu)務(wu)(wu)機構(gou)管理(li)(li)政(zheng)策(ce)措施(shi)(shi)(shi),指導人力(li)資(zi)源(yuan)中(zhong)介機構(gou)管理(li)(li)。負(fu)責全市職業(ye)(ye)(ye)(ye)(ye)介紹機構(gou)的(de)(de)資(zi)格審(shen)核(he)工(gong)作。做好勞務(wu)(wu)派遣審(shen)批(pi)監督(du)檢查相關工(gong)作。按分工(gong)擬(ni)(ni)(ni)(ni)訂(ding)國(境(jing))外(wai)人員入樂就(jiu)業(ye)(ye)(ye)(ye)(ye)管理(li)(li)政(zheng)策(ce)的(de)(de)實(shi)施(shi)(shi)(shi)辦法(fa)。擬(ni)(ni)(ni)(ni)訂(ding)勞動(dong)關系(xi)處(chu)理(li)(li)規劃(hua)(hua)、制度(du)和集體合同的(de)(de)實(shi)施(shi)(shi)(shi)規范。推動(dong)農民工(gong)相關政(zheng)策(ce)的(de)(de)落(luo)實(shi),協調解(jie)決重點難點問題。牽(qian)頭開(kai)展勞動(dong)力(li)的(de)(de)資(zi)源(yuan)普(pu)查。

  (三(san))專(zhuan)(zhuan)業(ye)技術(shu)(shu)人(ren)員(yuan)管理(li)股。承(cheng)辦深化職稱制度改革(ge)事(shi)宜。落實(shi)上級農(nong)村實(shi)用人(ren)才職稱評定(ding)政策。承(cheng)擔(dan)初級評委設置(zhi)、調整和評審(shen)結果(guo)確認工(gong)(gong)作。承(cheng)擔(dan)中、高層次專(zhuan)(zhuan)業(ye)技術(shu)(shu)人(ren)才選拔推薦(jian)和管理(li)工(gong)(gong)作。擬(ni)訂事(shi)業(ye)單位(wei)專(zhuan)(zhuan)業(ye)技術(shu)(shu)人(ren)員(yuan)、企(qi)業(ye)單位(wei)管理(li)人(ren)員(yuan)培(pei)(pei)訓規劃和年度計劃并組織實(shi)施。承(cheng)擔(dan)專(zhuan)(zhuan)業(ye)技術(shu)(shu)人(ren)員(yuan)和企(qi)事(shi)業(ye)單位(wei)管理(li)人(ren)員(yuan)的繼續(xu)教(jiao)育培(pei)(pei)訓工(gong)(gong)作。

  (四)職(zhi)(zhi)業(ye)(ye)(ye)能(neng)(neng)力建設股。擬訂城鄉勞動者職(zhi)(zhi)業(ye)(ye)(ye)培(pei)訓(xun)規劃和年度計(ji)劃并組織(zhi)監督實施(shi)。擬訂執行職(zhi)(zhi)業(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)分類(lei)、職(zhi)(zhi)業(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)標準的實施(shi)辦法。擬訂高技(ji)(ji)(ji)能(neng)(neng)人(ren)(ren)才、農村(cun)實用人(ren)(ren)才培(pei)養和激(ji)勵(li)政(zheng)策。擬訂職(zhi)(zhi)業(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)鑒(jian)定(ding)政(zheng)策和職(zhi)(zhi)業(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)競賽(sai)規則。組織(zhi)實施(shi)特殊(shu)工種證(zheng)書制(zhi)度。指導(dao)工人(ren)(ren)技(ji)(ji)(ji)術等(deng)級(ji)考核(he)的組織(zhi)實施(shi)工作。

  (五)社會保險股。執行城鄉基本養老保險、失業保險、工(gong)傷(shang)保(bao)險的基本政(zheng)策(ce)(ce)。協(xie)調地方養老(lao)保(bao)險、失(shi)業保(bao)險、工(gong)傷(shang)保(bao)險等機構工(gong)作(zuo),對社會保(bao)險基金管理實施行政(zheng)監督。協(xie)調指導落(luo)實企業年(nian)金、職業年(nian)金政(zheng)策(ce)(ce)。負(fu)責本行政(zheng)區域內的工(gong)傷(shang)保(bao)險工(gong)作(zuo)。承擔市原梅田、坪石兩礦退休、失(shi)業人員(yuan)社會化管理中(zhong)心及其分中(zhong)心的日(ri)常工(gong)作(zuo)。

  (六)事(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)(dan)位(wei)(wei)(wei)(wei)人(ren)(ren)事(shi)(shi)(shi)管理(li)股(gu)。指導事(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)(dan)位(wei)(wei)(wei)(wei)人(ren)(ren)事(shi)(shi)(shi)制度改革和(he)人(ren)(ren)事(shi)(shi)(shi)管理(li)工作。擬訂事(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)(dan)位(wei)(wei)(wei)(wei)人(ren)(ren)事(shi)(shi)(shi)制度改革方案(an)和(he)事(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)(dan)位(wei)(wei)(wei)(wei)人(ren)(ren)員(yuan)(yuan)(yuan)、機關工勤人(ren)(ren)員(yuan)(yuan)(yuan)管理(li)政策措施并組(zu)織(zhi)實(shi)施。承(cheng)辦事(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)(dan)位(wei)(wei)(wei)(wei)崗位(wei)(wei)(wei)(wei)設(she)置方案(an)的核準、崗位(wei)(wei)(wei)(wei)聘用及備案(an)事(shi)(shi)(shi)宜。承(cheng)擔(dan)事(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)(dan)位(wei)(wei)(wei)(wei)工作人(ren)(ren)員(yuan)(yuan)(yuan)聘用、獎勵、懲戒、申(shen)訴和(he)解(jie)除勞動關系備案(an)等綜(zong)合管理(li)工作。承(cheng)擔(dan)事(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)(dan)位(wei)(wei)(wei)(wei)人(ren)(ren)員(yuan)(yuan)(yuan)的年度考核工作。負責事(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)(dan)位(wei)(wei)(wei)(wei)招聘國(境)外人(ren)(ren)員(yuan)(yuan)(yuan)(不含專(zhuan)家)工作。

  (七(qi))工(gong)(gong)(gong)資(zi)(zi)(zi)福利股(gu)。負(fu)責(ze)實施(shi)事(shi)業(ye)單(dan)位(wei)工(gong)(gong)(gong)作人員工(gong)(gong)(gong)資(zi)(zi)(zi)收(shou)入分配、福利和離退休政策。負(fu)責(ze)全市(shi)事(shi)業(ye)單(dan)位(wei)工(gong)(gong)(gong)作人員工(gong)(gong)(gong)資(zi)(zi)(zi)核(he)定、統(tong)發和工(gong)(gong)(gong)作人員晉級增資(zi)(zi)(zi)審核(he)工(gong)(gong)(gong)作。承擔事(shi)業(ye)單(dan)位(wei)績效工(gong)(gong)(gong)資(zi)(zi)(zi)總量的核(he)定工(gong)(gong)(gong)作。承擔事(shi)業(ye)工(gong)(gong)(gong)資(zi)(zi)(zi)統(tong)計與(yu)綜合分析工(gong)(gong)(gong)作。指導企業(ye)職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)(zi)和收(shou)入分配政策措施(shi)的落(luo)實。擬訂最低(di)工(gong)(gong)(gong)資(zi)(zi)(zi)標準(zhun)有關(guan)政策。審核(he)市(shi)屬企業(ye)的工(gong)(gong)(gong)資(zi)(zi)(zi)總額(e)和主(zhu)要(yao)負(fu)責(ze)人的工(gong)(gong)(gong)資(zi)(zi)(zi)標準(zhun)。

  (八(ba))勞(lao)(lao)動(dong)保障(zhang)監(jian)察綜合(he)執(zhi)法(fa)(fa)大隊(信訪投訴中心)。監(jian)督禁止非法(fa)(fa)使用童工(gong)(gong)政(zheng)(zheng)策(ce)和女工(gong)(gong)、未成(cheng)年工(gong)(gong)的(de)特(te)(te)殊勞(lao)(lao)動(dong)保護(hu)政(zheng)(zheng)策(ce)的(de)實施。指(zhi)導(dao)勞(lao)(lao)動(dong)關(guan)系處理(li)(li)工(gong)(gong)作,做好特(te)(te)殊工(gong)(gong)時審(shen)批工(gong)(gong)作。依法(fa)(fa)行使人力(li)資(zi)源和社會(hui)保障(zhang)監(jian)督檢(jian)查(cha)權(quan)。依法(fa)(fa)受理(li)(li)相關(guan)舉報投訴。組織(zhi)(zhi)查(cha)處有關(guan)勞(lao)(lao)動(dong)保障(zhang)重(zhong)大案件(jian),處理(li)(li)有關(guan)勞(lao)(lao)動(dong)保障(zhang)方面重(zhong)大影響的(de)群(qun)體性突發(fa)事件(jian)。指(zhi)導(dao)鎮(街)勞(lao)(lao)資(zi)糾紛化(hua)解工(gong)(gong)作。開展勞(lao)(lao)資(zi)糾紛風險預警防范。負(fu)責組織(zhi)(zhi)對(dui)用人單(dan)位集體合(he)同審(shen)查(cha)備案工(gong)(gong)作。負(fu)責信訪工(gong)(gong)作。
