  一、機構簡介

  根據《中共樂(le)昌(chang)市委、樂(le)昌(chang)市人民政府(fu)關于印(yin)發(fa)樂(le)昌(chang)市機(ji)構改革(ge)方案的通知(zhi)》(樂(le)發(fa)〔2019〕1號(hao))精神,將樂(le)昌(chang)市衛生(sheng)(sheng)和計(ji)劃生(sheng)(sheng)育局(ju)的職責(ze),以及(ji)市民政局(ju)的老齡工作(zuo)(zuo)職責(ze),市安全生(sheng)(sheng)產(chan)監督管(guan)理(li)局(ju)的職業安全健康監督管(guan)理(li)職責(ze)等整合,組建(jian)市衛生(sheng)(sheng)健康局(ju)。市老齡工作(zuo)(zuo)委員(yuan)會的日常工作(zuo)(zuo)由市衛生(sheng)(sheng)健康局(ju)承擔(dan)。不(bu)再保留市衛生(sheng)(sheng)和計(ji)劃生(sheng)(sheng)育局(ju)。

  樂昌市衛生健(jian)(jian)康(kang)局設(she)下列內設(she)機(ji)(ji)構:辦(ban)(ban)公室(shi)、規劃統計與(yu)家庭發展股(gu)(gu)(gu)、財務股(gu)(gu)(gu)、職(zhi)業(ye)健(jian)(jian)康(kang)與(yu)綜合監督股(gu)(gu)(gu)、疾病預防控制與(yu)愛(ai)衛股(gu)(gu)(gu)(衛生應急辦(ban)(ban)公室(shi))、醫政(zheng)股(gu)(gu)(gu)、基層(ceng)衛生與(yu)婦幼健(jian)(jian)康(kang)股(gu)(gu)(gu)、中醫與(yu)老齡健(jian)(jian)康(kang)股(gu)(gu)(gu)、人事(shi)股(gu)(gu)(gu)、工委(wei)辦(ban)(ban)公室(shi)。市衛生健(jian)(jian)康(kang)局機(ji)(ji)關行政(zheng)編制26名。設(she)局長1名,副局長3名;正(zheng)股(gu)(gu)(gu)級(ji)領(ling)導職(zhi)數10名,副股(gu)(gu)(gu)級(ji)領(ling)導職(zhi)數7名。

  樂昌市衛生(sheng)健(jian)康局管理的下屬單位有(you):人(ren)民醫院(yuan)(yuan)、中(zhong)醫院(yuan)(yuan)、第(di)二(er)人(ren)民醫院(yuan)(yuan)、婦幼保健(jian)院(yuan)(yuan)、疾控中(zhong)心(xin)(xin)、慢病站、衛生(sheng)監督(du)所、120醫療(liao)急救指揮(hui)中(zhong)心(xin)(xin)、紅十字(zi)會、獻血(xue)辦及(ji)16間衛生(sheng)院(yuan)(yuan)、1間社(she)區衛生(sheng)服務中(zhong)心(xin)(xin)。

  二、機構職責

  (一)擬訂衛生(sheng)健(jian)康(kang)(kang)事業(ye)發展規(gui)(gui)劃、政(zheng)策措施(shi),起(qi)草有關(guan)規(gui)(gui)范性文件,實(shi)(shi)施(shi)有關(guan)標準(zhun)和(he)技術規(gui)(gui)范。統籌規(gui)(gui)劃衛生(sheng)健(jian)康(kang)(kang)資(zi)(zi)源配(pei)置,指導區域衛生(sheng)健(jian)康(kang)(kang)規(gui)(gui)劃的(de)編制和(he)實(shi)(shi)施(shi)。負責全市衛生(sheng)健(jian)康(kang)(kang)系統安全生(sheng)產(chan)相關(guan)工(gong)作。制定并(bing)組織實(shi)(shi)施(shi)推進衛生(sheng)健(jian)康(kang)(kang)基本(ben)公共(gong)(gong)服(fu)務均等(deng)化(hua)(hua)、普惠化(hua)(hua)、便捷化(hua)(hua)和(he)公共(gong)(gong)資(zi)(zi)源向基層(ceng)延伸等(deng)政(zheng)策措施(shi)。

  (二)協調(diao)推(tui)進(jin)深化醫(yi)(yi)藥衛(wei)生(sheng)體制改(gai)(gai)革,研究提(ti)出(chu)深化醫(yi)(yi)藥衛(wei)生(sheng)體制改(gai)(gai)革政策措施的(de)建議。組織深化公(gong)(gong)立醫(yi)(yi)院(yuan)綜(zong)合(he)改(gai)(gai)革,推(tui)進(jin)管辦分離(li),健全現代醫(yi)(yi)院(yuan)管理制度,制定并(bing)組織實施推(tui)動衛(wei)生(sheng)健康(kang)公(gong)(gong)共服(fu)務提(ti)供主(zhu)體多元(yuan)化、提(ti)供方(fang)式多樣化的(de)政策措施,提(ti)出(chu)醫(yi)(yi)療服(fu)務和藥品價(jia)格(ge)政策的(de)建議。

  (三)擬訂并組織(zhi)落實重大疾病防治規(gui)劃(hua)以及嚴(yan)重危害人民健康公(gong)(gong)共衛生(sheng)(sheng)問題(ti)的(de)干預措施,組織(zhi)實施免疫規(gui)劃(hua)。負責衛生(sheng)(sheng)應急工作(zuo),組織(zhi)指(zhi)導突發(fa)公(gong)(gong)共衛生(sheng)(sheng)事件的(de)預防控制和各類突發(fa)公(gong)(gong)共事件的(de)醫療衛生(sheng)(sheng)救(jiu)援(yuan)。

  (四)協調落實應對人口老(lao)齡化政策措(cuo)施,負責推(tui)進老(lao)年健康服務(wu)體系建(jian)設和醫養(yang)結合工(gong)作。

  (五)落實(shi)國家、省、韶藥物政策和(he)基本(ben)藥物制度(du),開(kai)展藥品使用監(jian)測(ce)、臨床綜合評(ping)(ping)價(jia)和(he)短缺藥品預警,提(ti)出基本(ben)藥物價(jia)格政策的(de)建議。落實(shi)食(shi)品安全地方標準,組織開(kai)展食(shi)品安全風險(xian)監(jian)測(ce)評(ping)(ping)估。

  (六)負責(ze)(ze)職責(ze)(ze)范圍內的(de)(de)職業衛(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)、放射(she)衛(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)、環境(jing)衛(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)、學校衛(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)、公共場所衛(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)、飲用水衛(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)等公共衛(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)的(de)(de)監(jian)督管理,負責(ze)(ze)傳染病防治(zhi)監(jian)督,健(jian)全衛(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)健(jian)康綜(zong)合監(jian)督體系。組織(zhi)開展(zhan)愛國衛(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)運(yun)動。

  (七(qi))負責醫(yi)(yi)療(liao)機(ji)構、醫(yi)(yi)療(liao)服務(wu)(wu)行業(ye)管理(li)辦法的監(jian)督實(shi)(shi)施(shi)(shi),建(jian)立醫(yi)(yi)療(liao)服務(wu)(wu)評價(jia)和監(jian)督管理(li)體系(xi)。會(hui)同有關部門實(shi)(shi)施(shi)(shi)衛生健(jian)康(kang)專(zhuan)業(ye)技術人(ren)員資格標(biao)準。組織實(shi)(shi)施(shi)(shi)醫(yi)(yi)療(liao)服務(wu)(wu)規(gui)范(fan)、標(biao)準和衛生健(jian)康(kang)專(zhuan)業(ye)技術人(ren)員執業(ye)規(gui)則、服務(wu)(wu)規(gui)范(fan)。

  (八)負責計劃(hua)生育管理和服務工(gong)作,開展人(ren)口監測預警,研究提出(chu)人(ren)口與家庭發(fa)展相關政策建議。指導(dao)市計劃(hua)生育協會的業務工(gong)作。

  (九)指導鄉鎮(街道)衛(wei)生(sheng)(sheng)健(jian)(jian)康工作,指導基層醫療衛(wei)生(sheng)(sheng)、婦幼健(jian)(jian)康服務體系和全科醫生(sheng)(sheng)隊伍建設。推進衛(wei)生(sheng)(sheng)健(jian)(jian)康科技創新發(fa)展。

  (十)研究擬訂(ding)全市衛生(sheng)健康人才發展規(gui)劃(hua)并(bing)組織(zhi)實施(shi),推動(dong)高素質專(zhuan)業化(hua)衛生(sheng)健康人才隊伍建(jian)設。

  (十一)貫徹執行中醫(yi)藥(yao)(yao)事業(ye)(ye)發展的方針政策,擬訂促進我市中醫(yi)藥(yao)(yao)事業(ye)(ye)發展規劃(hua)并組織實(shi)施。組織實(shi)施中醫(yi)醫(yi)療(liao)、預防、保健、康復、護理及(ji)臨床用藥(yao)(yao)等(deng)的管(guan)理規范和技術標準。

  (十二)完成市委、市政府和韶關市衛生健康(kang)局交辦的其他(ta)任務。

  (十(shi)三)職能轉(zhuan)變。市衛(wei)(wei)生(sheng)(sheng)健(jian)(jian)(jian)康(kang)(kang)局(ju)應(ying)當牢固樹立(li)大衛(wei)(wei)生(sheng)(sheng)、大健(jian)(jian)(jian)康(kang)(kang)理念,以(yi)改(gai)革(ge)創新為(wei)(wei)動(dong)力,以(yi)促(cu)健(jian)(jian)(jian)康(kang)(kang)、轉(zhuan)模式、強(qiang)基(ji)(ji)層、重(zhong)保障為(wei)(wei)著力點,把(ba)以(yi)治病為(wei)(wei)中心(xin)轉(zhuan)變到(dao)以(yi)人(ren)民健(jian)(jian)(jian)康(kang)(kang)為(wei)(wei)中心(xin),為(wei)(wei)人(ren)民群(qun)眾(zhong)提(ti)供(gong)全(quan)方位全(quan)周期健(jian)(jian)(jian)康(kang)(kang)服(fu)(fu)務(wu)(wu)。一是更(geng)加注重(zhong)預防為(wei)(wei)主(zhu)和(he)健(jian)(jian)(jian)康(kang)(kang)促(cu)進,加強(qiang)預防控(kong)制重(zhong)大疾病工作(zuo),積極(ji)應(ying)對人(ren)口老齡化(hua)(hua),健(jian)(jian)(jian)全(quan)健(jian)(jian)(jian)康(kang)(kang)服(fu)(fu)務(wu)(wu)體系(xi)。二是更(geng)加注重(zhong)工作(zuo)重(zhong)心(xin)下移和(he)資源(yuan)下沉,推(tui)(tui)(tui)進衛(wei)(wei)生(sheng)(sheng)健(jian)(jian)(jian)康(kang)(kang)公共(gong)資源(yuan)向(xiang)基(ji)(ji)層延伸、向(xiang)農村覆蓋、向(xiang)邊(bian)遠地(di)區和(he)生(sheng)(sheng)活困難群(qun)眾(zhong)傾斜。三是更(geng)加注重(zhong)提(ti)高服(fu)(fu)務(wu)(wu)質量和(he)水平(ping),推(tui)(tui)(tui)進衛(wei)(wei)生(sheng)(sheng)健(jian)(jian)(jian)康(kang)(kang)基(ji)(ji)本公共(gong)服(fu)(fu)務(wu)(wu)均等化(hua)(hua)、普(pu)惠化(hua)(hua)、便捷化(hua)(hua)。四(si)是改(gai)革(ge)完善醫(yi)(yi)療衛(wei)(wei)生(sheng)(sheng)行(xing)業綜合監管(guan)制度(du),推(tui)(tui)(tui)行(xing)全(quan)過程監管(guan),強(qiang)化(hua)(hua)醫(yi)(yi)療服(fu)(fu)務(wu)(wu)質量和(he)安全(quan)監管(guan)。五是協調(diao)推(tui)(tui)(tui)進深(shen)化(hua)(hua)醫(yi)(yi)藥衛(wei)(wei)生(sheng)(sheng)體制改(gai)革(ge),加大公立(li)醫(yi)(yi)院改(gai)革(ge)力度(du),推(tui)(tui)(tui)進管(guan)辦分離,落實公立(li)醫(yi)(yi)院經營管(guan)理自主(zhu)權,推(tui)(tui)(tui)動(dong)衛(wei)(wei)生(sheng)(sheng)健(jian)(jian)(jian)康(kang)(kang)公共(gong)服(fu)(fu)務(wu)(wu)提(ti)供(gong)主(zhu)體多元化(hua)(hua)、提(ti)供(gong)方式多樣化(hua)(hua)。

  (十四)有關(guan)職責分(fen)工。

  1.與市發(fa)(fa)(fa)改局的(de)有關職責分工(gong)。市衛生健康(kang)局負(fu)責開展人(ren)(ren)口(kou)監測預警工(gong)作,研究(jiu)提(ti)出與生育相關的(de)人(ren)(ren)口(kou)數量、素(su)質、結(jie)構、分布(bu)方面的(de)政(zheng)(zheng)(zheng)策(ce)(ce)(ce)建(jian)(jian)議,促(cu)進生育政(zheng)(zheng)(zheng)策(ce)(ce)(ce)和相關經(jing)濟(ji)社(she)會(hui)政(zheng)(zheng)(zheng)策(ce)(ce)(ce)配(pei)套銜接(jie),參與制定人(ren)(ren)口(kou)發(fa)(fa)(fa)展規(gui)劃(hua)和政(zheng)(zheng)(zheng)策(ce)(ce)(ce),落實人(ren)(ren)口(kou)發(fa)(fa)(fa)展規(gui)劃(hua)中的(de)有關任(ren)務。市發(fa)(fa)(fa)改局負(fu)責組織監測和評(ping)(ping)估(gu)人(ren)(ren)口(kou)變動(dong)情況及(ji)趨勢(shi)影(ying)響,建(jian)(jian)立人(ren)(ren)口(kou)預測預報(bao)制度,開展重(zhong)大決策(ce)(ce)(ce)人(ren)(ren)口(kou)影(ying)響評(ping)(ping)估(gu),完善重(zhong)大人(ren)(ren)口(kou)政(zheng)(zheng)(zheng)策(ce)(ce)(ce)咨詢機制,擬(ni)訂人(ren)(ren)口(kou)發(fa)(fa)(fa)展規(gui)劃(hua),研究(jiu)提(ti)出人(ren)(ren)口(kou)與經(jing)濟(ji)、社(she)會(hui)、資源、環境協調可持續(xu)發(fa)(fa)(fa)展,以及(ji)統籌促(cu)進人(ren)(ren)口(kou)長期均衡發(fa)(fa)(fa)展的(de)意見建(jian)(jian)議。

  2.與市(shi)民政(zheng)局的(de)有關職責(ze)(ze)分工(gong)(gong)。市(shi)衛生(sheng)健(jian)康(kang)局負(fu)責(ze)(ze)貫徹(che)落實(shi)應對人(ren)(ren)口老(lao)(lao)齡(ling)化(hua)、醫養結合政(zheng)策措(cuo)施,綜合協調、督促(cu)指導、組織(zhi)推進老(lao)(lao)齡(ling)事業發展,承擔(dan)老(lao)(lao)年(nian)疾(ji)病防(fang)治(zhi)、老(lao)(lao)年(nian)人(ren)(ren)醫療(liao)照護、老(lao)(lao)年(nian)人(ren)(ren)心(xin)理健(jian)康(kang)與關懷服務等老(lao)(lao)年(nian)健(jian)康(kang)工(gong)(gong)作(zuo)(zuo)。市(shi)民政(zheng)局負(fu)責(ze)(ze)統籌推進、督促(cu)指導、監督管理養老(lao)(lao)服務工(gong)(gong)作(zuo)(zuo),貫徹(che)養老(lao)(lao)服務體系建設(she)規(gui)劃(hua)、法(fa)規(gui)、政(zheng)策、標準并組織(zhi)實(shi)施,承擔(dan)老(lao)(lao)年(nian)人(ren)(ren)福利和特殊困難老(lao)(lao)年(nian)人(ren)(ren)救助工(gong)(gong)作(zuo)(zuo)。

  3.與市(shi)(shi)(shi)市(shi)(shi)(shi)場監(jian)(jian)督(du)(du)管(guan)(guan)理(li)(li)局(ju)的(de)有關職責分工。市(shi)(shi)(shi)衛(wei)(wei)生健康局(ju)負責食(shi)品安(an)(an)全(quan)風險(xian)(xian)評(ping)(ping)估(gu)工作(zuo),會(hui)同市(shi)(shi)(shi)市(shi)(shi)(shi)場監(jian)(jian)督(du)(du)管(guan)(guan)理(li)(li)局(ju)等部(bu)(bu)門制定(ding)、實施(shi)食(shi)品安(an)(an)全(quan)風險(xian)(xian)監(jian)(jian)測(ce)(ce)計劃。市(shi)(shi)(shi)衛(wei)(wei)生健康局(ju)對通(tong)(tong)過(guo)食(shi)品安(an)(an)全(quan)風險(xian)(xian)監(jian)(jian)測(ce)(ce)或者接(jie)到(dao)舉報發現食(shi)品可能存在(zai)安(an)(an)全(quan)隱患的(de),應當(dang)立即組織進(jin)行檢驗和食(shi)品安(an)(an)全(quan)風險(xian)(xian)評(ping)(ping)估(gu),并及時(shi)(shi)向市(shi)(shi)(shi)市(shi)(shi)(shi)場監(jian)(jian)督(du)(du)管(guan)(guan)理(li)(li)局(ju)等部(bu)(bu)門通(tong)(tong)報食(shi)品安(an)(an)全(quan)風險(xian)(xian)評(ping)(ping)估(gu)結果,對得出不安(an)(an)全(quan)結論的(de)食(shi)品,市(shi)(shi)(shi)市(shi)(shi)(shi)場監(jian)(jian)督(du)(du)管(guan)(guan)理(li)(li)局(ju)等部(bu)(bu)門應當(dang)立即采取措施(shi)。市(shi)(shi)(shi)市(shi)(shi)(shi)場監(jian)(jian)督(du)(du)管(guan)(guan)理(li)(li)局(ju)等部(bu)(bu)門在(zai)監(jian)(jian)督(du)(du)管(guan)(guan)理(li)(li)工作(zuo)中(zhong)發現需要進(jin)行食(shi)品安(an)(an)全(quan)風險(xian)(xian)評(ping)(ping)估(gu)的(de),應當(dang)及時(shi)(shi)向市(shi)(shi)(shi)衛(wei)(wei)生健康局(ju)提出建(jian)議(yi)。市(shi)(shi)(shi)市(shi)(shi)(shi)場監(jian)(jian)督(du)(du)管(guan)(guan)理(li)(li)局(ju)會(hui)同市(shi)(shi)(shi)衛(wei)(wei)生健康局(ju)建(jian)立重(zhong)大藥品不良反(fan)應和醫(yi)療(liao)器械不良事件相互通(tong)(tong)報機制和聯合處(chu)置機制。

  4.與市醫(yi)(yi)保(bao)局的有關職責(ze)分工。市衛(wei)生健康局、市醫(yi)(yi)保(bao)局等(deng)(deng)部門(men)在(zai)醫(yi)(yi)療(liao)(liao)、醫(yi)(yi)保(bao)、醫(yi)(yi)藥等(deng)(deng)方(fang)面加強制度(du)、政策(ce)銜接,建立溝通協(xie)(xie)商機制,協(xie)(xie)同推進改革,提高醫(yi)(yi)療(liao)(liao)資源使(shi)用效率和(he)醫(yi)(yi)療(liao)(liao)保(bao)障水平。

  三、內設機構(gou)職責

  (一(yi))辦公室。負(fu)責文電(dian)、會務、機要、檔案等機關(guan)事務的(de)日常運轉工(gong)作。承擔信息、保密、政(zheng)務公開工(gong)作,承辦有關(guan)督(du)查督(du)辦、提案議(yi)案。

  (二)規(gui)劃(hua)統計(ji)(ji)與(yu)(yu)家(jia)庭發展(zhan)(zhan)股(gu)。組(zu)織(zhi)擬訂衛生(sheng)健(jian)康(kang)事業中(zhong)長期(qi)發展(zhan)(zhan)規(gui)劃(hua),統籌規(gui)劃(hua)衛生(sheng)健(jian)康(kang)資源配置。組(zu)織(zhi)開展(zhan)(zhan)衛生(sheng)健(jian)康(kang)資源與(yu)(yu)醫療服(fu)務的統計(ji)(ji)、分(fen)析工(gong)(gong)(gong)作(zuo),以及衛生(sheng)服(fu)務調查(cha)工(gong)(gong)(gong)作(zuo)。承(cheng)(cheng)擔和指導全市衛生(sheng)健(jian)康(kang)服(fu)務信息(xi)化體系建設(she)工(gong)(gong)(gong)作(zuo),組(zu)織(zhi)開展(zhan)(zhan)衛生(sheng)健(jian)康(kang)統計(ji)(ji)工(gong)(gong)(gong)作(zuo)。承(cheng)(cheng)擔人口(kou)監測(ce)預警(jing)工(gong)(gong)(gong)作(zuo)并提出人口(kou)與(yu)(yu)家(jia)庭發展(zhan)(zhan)相(xiang)關政(zheng)策建議(yi),組(zu)織(zhi)實施生(sheng)育政(zheng)策,建立和完善計(ji)(ji)劃(hua)生(sheng)育獎勵扶助制度(du)。承(cheng)(cheng)擔計(ji)(ji)劃(hua)生(sheng)育管(guan)理和服(fu)務工(gong)(gong)(gong)作(zuo)。負責局機關網(wang)絡安(an)全。

  (三)財務股。承擔機關和指導所屬事(shi)業單位(wei)預決算、財務、資產(chan)管理和內(nei)部審計工作(zuo)。

  (四)職(zhi)業(ye)(ye)健(jian)康(kang)與綜合監(jian)督(du)(du)股。組織實施職(zhi)業(ye)(ye)衛(wei)(wei)生(sheng)(sheng)(sheng)、放射衛(wei)(wei)生(sheng)(sheng)(sheng)相(xiang)關(guan)政(zheng)策、標準。開展重點(dian)職(zhi)業(ye)(ye)病(bing)(bing)監(jian)測、專項(xiang)調查、職(zhi)業(ye)(ye)健(jian)康(kang)風險評估(gu)和職(zhi)業(ye)(ye)人群健(jian)康(kang)管理工(gong)(gong)(gong)作。協調開展職(zhi)業(ye)(ye)病(bing)(bing)防治工(gong)(gong)(gong)作。負責規范性(xing)文件的合法性(xing)審查工(gong)(gong)(gong)作,承擔行政(zheng)應訴(su)、法制宣傳教育、信訪維穩等工(gong)(gong)(gong)作。組織推(tui)進(jin)本(ben)部門行政(zheng)審批制度改革及(ji)職(zhi)能轉變相(xiang)關(guan)工(gong)(gong)(gong)作。承擔公(gong)共衛(wei)(wei)生(sheng)(sheng)(sheng)、醫療衛(wei)(wei)生(sheng)(sheng)(sheng)等監(jian)督(du)(du)工(gong)(gong)(gong)作,查處醫療服務市場違法行為。組織開展學校衛(wei)(wei)生(sheng)(sheng)(sheng)、公(gong)共場所衛(wei)(wei)生(sheng)(sheng)(sheng)、飲用水衛(wei)(wei)生(sheng)(sheng)(sheng)、傳染病(bing)(bing)防治監(jian)督(du)(du)檢查。完善綜合監(jian)督(du)(du)體系,指導規范執法行為。

  (五)疾病預防(fang)控(kong)制與(yu)愛(ai)衛(wei)(wei)(wei)股(衛(wei)(wei)(wei)生(sheng)(sheng)應急(ji)(ji)辦公(gong)室)。擬訂并組織(zhi)(zhi)實施疾病防(fang)治(zhi)規(gui)劃、嚴(yan)重(zhong)危害人(ren)民健(jian)(jian)(jian)康(kang)(kang)公(gong)共(gong)衛(wei)(wei)(wei)生(sheng)(sheng)問題(ti)的干(gan)預措施,組織(zhi)(zhi)實施免疫規(gui)劃,完善疾病防(fang)控(kong)體系,承擔(dan)(dan)傳染病疫情(qing)信息(xi)發布(bu)工(gong)(gong)(gong)作(zuo)(zuo)。開(kai)(kai)展食品安(an)(an)全風險(xian)監(jian)(jian)測、評估(gu)和(he)(he)交流。組織(zhi)(zhi)實施農村生(sheng)(sheng)活(huo)飲用水水質衛(wei)(wei)(wei)生(sheng)(sheng)監(jian)(jian)測和(he)(he)安(an)(an)全工(gong)(gong)(gong)程衛(wei)(wei)(wei)生(sheng)(sheng)評價(jia)工(gong)(gong)(gong)作(zuo)(zuo)。承擔(dan)(dan)衛(wei)(wei)(wei)生(sheng)(sheng)應急(ji)(ji)和(he)(he)緊急(ji)(ji)醫學救援(yuan)工(gong)(gong)(gong)作(zuo)(zuo),組織(zhi)(zhi)編制專項預案(an),承擔(dan)(dan)預案(an)演(yan)練的組織(zhi)(zhi)實施和(he)(he)指導(dao)監(jian)(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)。指導(dao)衛(wei)(wei)(wei)生(sheng)(sheng)應急(ji)(ji)體系和(he)(he)能力(li)建設(she)。發布(bu)突發公(gong)共(gong)衛(wei)(wei)(wei)生(sheng)(sheng)事件應急(ji)(ji)處置信息(xi)。組織(zhi)(zhi)開(kai)(kai)展衛(wei)(wei)(wei)生(sheng)(sheng)健(jian)(jian)(jian)康(kang)(kang)宣傳、健(jian)(jian)(jian)康(kang)(kang)教育、健(jian)(jian)(jian)康(kang)(kang)促進活(huo)動,承擔(dan)(dan)衛(wei)(wei)(wei)生(sheng)(sheng)健(jian)(jian)(jian)康(kang)(kang)科(ke)學普及、新聞和(he)(he)信息(xi)發布(bu)工(gong)(gong)(gong)作(zuo)(zuo)。負責全市(shi)愛(ai)國(guo)衛(wei)(wei)(wei)生(sheng)(sheng)工(gong)(gong)(gong)作(zuo)(zuo)的組織(zhi)(zhi)、協調(diao)、監(jian)(jian)督(du)、指導(dao)工(gong)(gong)(gong)作(zuo)(zuo)。組織(zhi)(zhi)實施創(chuang)建和(he)(he)鞏固衛(wei)(wei)(wei)生(sheng)(sheng)城(cheng)市(shi)(鎮、村)。組織(zhi)(zhi)開(kai)(kai)展城(cheng)鄉除(chu)害防(fang)病工(gong)(gong)(gong)作(zuo)(zuo)。承擔(dan)(dan)市(shi)愛(ai)國(guo)衛(wei)(wei)(wei)生(sheng)(sheng)運(yun)動委員會的日(ri)常工(gong)(gong)(gong)作(zuo)(zuo)。

  (六)醫(yi)(yi)(yi)政(zheng)股。擬訂全(quan)(quan)市醫(yi)(yi)(yi)療(liao)機構設置規(gui)劃并組(zu)(zu)織(zhi)(zhi)實(shi)施,監督(du)(du)實(shi)施醫(yi)(yi)(yi)療(liao)機構及(ji)醫(yi)(yi)(yi)務人員、醫(yi)(yi)(yi)療(liao)技(ji)(ji)術應用、醫(yi)(yi)(yi)療(liao)質量和(he)安全(quan)(quan)、醫(yi)(yi)(yi)療(liao)服務、采供血機構管(guan)理、安全(quan)(quan)生(sheng)(sheng)產以及(ji)行(xing)風建(jian)(jian)設等(deng)行(xing)業(ye)(ye)管(guan)理政(zheng)策(ce)(ce)規(gui)范(fan)、標準。承(cheng)擔推(tui)進護理、康(kang)(kang)復事業(ye)(ye)發展工(gong)作(zuo)。擬訂公立醫(yi)(yi)(yi)院(yuan)運行(xing)監管(guan)、績效評價(jia)和(he)考核(he)制(zhi)度并組(zu)(zu)織(zhi)(zhi)實(shi)施。組(zu)(zu)織(zhi)(zhi)實(shi)施國家、省藥物(wu)政(zheng)策(ce)(ce)和(he)基本藥物(wu)制(zhi)度,開展藥品(pin)使用監測、臨床(chuang)綜合評價(jia)和(he)短(duan)缺藥品(pin)預警。提出(chu)藥品(pin)價(jia)格政(zheng)策(ce)(ce)的(de)建(jian)(jian)議(yi)。監督(du)(du)管(guan)理醫(yi)(yi)(yi)療(liao)衛(wei)生(sheng)(sheng)機構藥事管(guan)理工(gong)作(zuo)。研(yan)究提出(chu)深(shen)化醫(yi)(yi)(yi)藥衛(wei)生(sheng)(sheng)體制(zhi)改(gai)革(ge)(ge)(ge)(ge)政(zheng)策(ce)(ce)措(cuo)施的(de)建(jian)(jian)議(yi),承(cheng)擔深(shen)化醫(yi)(yi)(yi)藥衛(wei)生(sheng)(sheng)體制(zhi)改(gai)革(ge)(ge)(ge)(ge)具體工(gong)作(zuo)。研(yan)究提出(chu)深(shen)化醫(yi)(yi)(yi)藥衛(wei)生(sheng)(sheng)體制(zhi)改(gai)革(ge)(ge)(ge)(ge)政(zheng)策(ce)(ce)措(cuo)施的(de)建(jian)(jian)議(yi),承(cheng)擔組(zu)(zu)織(zhi)(zhi)推(tui)進醫(yi)(yi)(yi)藥衛(wei)生(sheng)(sheng)體制(zhi)改(gai)革(ge)(ge)(ge)(ge)工(gong)作(zuo)。擬訂衛(wei)生(sheng)(sheng)健康(kang)(kang)科技(ji)(ji)發展規(gui)劃并組(zu)(zu)織(zhi)(zhi)實(shi)施。承(cheng)擔實(shi)驗室生(sheng)(sheng)物(wu)安全(quan)(quan)監督(du)(du)工(gong)作(zuo)。組(zu)(zu)織(zhi)(zhi)開展適宜技(ji)(ji)術推(tui)廣工(gong)作(zuo)。組(zu)(zu)織(zhi)(zhi)開展住院(yuan)醫(yi)(yi)(yi)師(shi)、全(quan)(quan)(專)科醫(yi)(yi)(yi)師(shi)培訓等(deng)畢(bi)業(ye)(ye)后醫(yi)(yi)(yi)學教(jiao)育(yu)和(he)繼續(xu)教(jiao)育(yu)工(gong)作(zuo)。負(fu)責重(zhong)要會議(yi)與(yu)重(zhong)大活動的(de)醫(yi)(yi)(yi)療(liao)衛(wei)生(sheng)(sheng)保障工(gong)作(zuo)。

  (七(qi))基層(ceng)衛(wei)生(sheng)(sheng)與婦(fu)幼健(jian)康(kang)股。組(zu)織(zhi)實(shi)施基層(ceng)衛(wei)生(sheng)(sheng)健(jian)康(kang)政(zheng)策、標準和規范,指(zhi)導基層(ceng)衛(wei)生(sheng)(sheng)健(jian)康(kang)服務體系建(jian)設和鄉村醫生(sheng)(sheng)相關管理工(gong)作(zuo)。組(zu)織(zhi)實(shi)施婦(fu)幼衛(wei)生(sheng)(sheng)健(jian)康(kang)政(zheng)策、標準和規范,推(tui)進(jin)婦(fu)幼健(jian)康(kang)服務體系建(jian)設,指(zhi)導婦(fu)幼衛(wei)生(sheng)(sheng)、出(chu)生(sheng)(sheng)缺陷防治、嬰(ying)幼兒(er)早期發展(zhan)、人類輔助(zhu)生(sheng)(sheng)殖技(ji)術管理和生(sheng)(sheng)育(yu)技(ji)術服務工(gong)作(zuo)。

  (八)中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)(yi)(yi)與老(lao)齡(ling)健康股。貫徹(che)執行國家及(ji)省、韶有(you)關(guan)中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)(yi)(yi)藥工(gong)作的(de)方針政策(ce)和(he)(he)法律(lv)法規,擬訂促進我市(shi)中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)(yi)(yi)藥事業發展規劃并組織(zhi)實施(shi)。組織(zhi)實施(shi)中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)(yi)(yi)醫(yi)(yi)(yi)(yi)(yi)療、預防、保健、康復、護理(li)及(ji)臨(lin)床用(yong)藥等(deng)(deng)的(de)管(guan)理(li)規范(fan)和(he)(he)技(ji)術(shu)標(biao)準(zhun)。組織(zhi)實施(shi)中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)(yi)(yi)醫(yi)(yi)(yi)(yi)(yi)療、保健等(deng)(deng)人員(yuan)的(de)執業資格標(biao)準(zhun)、服務(wu)規范(fan)。組織(zhi)實施(shi)中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)(yi)(yi)藥特色優勢和(he)(he)防治重大疾病(bing)的(de)建設(she)規范(fan)及(ji)標(biao)準(zhun)。組織(zhi)實施(shi)中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)(yi)(yi)藥服務(wu)均(jun)等(deng)(deng)化及(ji)中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)(yi)(yi)“治未病(bing)”健康工(gong)程。組織(zhi)實施(shi)基層中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)(yi)(yi)藥服務(wu)能力提升工(gong)程和(he)(he)推廣應(ying)用(yong)中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)(yi)(yi)適(shi)宜技(ji)術(shu)。監督管(guan)理(li)各類(lei)中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)(yi)(yi)、中(zhong)(zhong)(zhong)(zhong)(zhong)西醫(yi)(yi)(yi)(yi)(yi)結合醫(yi)(yi)(yi)(yi)(yi)療機(ji)構,指導(dao)其他(ta)醫(yi)(yi)(yi)(yi)(yi)療機(ji)構的(de)中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)(yi)(yi)業務(wu)。組織(zhi)中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)(yi)(yi)藥科研課題(ti)的(de)協(xie)作及(ji)攻關(guan)。組織(zhi)協(xie)調落(luo)實應(ying)對(dui)老(lao)齡(ling)化的(de)政策(ce)措施(shi)以及(ji)醫(yi)(yi)(yi)(yi)(yi)養結合的(de)政策(ce)、標(biao)準(zhun)和(he)(he)規范(fan),建立和(he)(he)完(wan)善老(lao)年健康服務(wu)體系。承(cheng)擔市(shi)老(lao)齡(ling)工(gong)作委員(yuan)會的(de)具體工(gong)作。

  (九)人(ren)事(shi)股(gu)。擬(ni)訂(ding)衛生(sheng)健康人(ren)才發展(zhan)政策(ce)并組織實施,承擔機關(guan)和指導所屬事(shi)業單位的人(ren)事(shi)管理、機構編制、勞(lao)動(dong)工(gong)資、隊伍建設、離(li)退休人(ren)員(yuan)服務等(deng)工(gong)作(zuo)。負責衛生(sheng)健康專(zhuan)業技(ji)術人(ren)員(yuan)資格管理。組織開(kai)展(zhan)對外交流與合作(zuo)工(gong)作(zuo)。
